It is my pleasure to announce the appointment of Richard (Rich) Foster as the new corporate Vice President, Canada Operations, for L-3 Canada. He will be reporting directly to the Senior Vice President of Business Strategy, David Van Buren. Rich will work out of the Ottawa office.

As Vice President, Canada Operations, Richard will provide a focal point for conducting business in Canada for the L-3 team. He will also assist our Business Strategy team to develop Canadian L-3 opportunities abroad.

Richard joins L-3 Canada after 35 years of distinguished service in the Canadian Armed Forces, where he most recently served as Deputy Commander Royal Canadian Air Force at the rank of Major-General. Richard was responsible for the corporate oversight of a $3.1 Billion budget, including the management of over 15 aircraft fleets, 20,000 employees and major procurement initiatives. He has extensive experience with inter-government, industry and international relationships. Richard was appointed Commander of the Order of Military Merit by the Governor General of Canada for outstanding meritorious service and demonstrated leadership in duties of great responsibility.

Richard holds a Bachelor of Mechanical Engineering degree from the Royal Military College of Canada, and a Master of Business Administration degree from the University of Ottawa. He is a graduate of the Canadian Forces Command and Staff College and the National Strategic Programme in Toronto.
